Onboarding

Platform onboarding is now the default product surface.

Phase one prepares the product shell for multi-user rollout: separate infra, dry-run safety, security controls, and a frontend onboarding path before per-user runtimes exist.

If it describes a market, it stays shared. If it describes a person, credential, balance, order, setting, or decision, it moves into user scope.
